State Comptroller investigates former Troy Housing Authority comptroller | News

The state comptroller is accusing the man who kept the books for the Troy Housing Authority of inappropriately collecting more than $200,000 in salary, while collecting a $50,000 state pension.

No criminal charges have been filed been filed so far against Roger Rosenthal of Latham, the housing authority comptroller, or its former executive director, William Meissner, who got fired two years ago, but they are not being ruled out

The state comptroller says Roger Rosenthal and his boss conspired to allow Rosenthal to double-dip for five years.

In other words, he was able to make a big salary with the housing authority....without getting the necessary waiver from the state to also received his $40,000 a year pension from the state.

All of this Dinapoli says in concert William Meissner, former executive director of the housing authority, who is accused of received $32,000 dollars of leave time that he already used up

Rosenthal had worked for several public employers, including the housing authority, which he retired from in 2005.

But he was not allowed to make more than $30,000 a year as a public employee and still get his pension.

When questioned by investigators, Rosenthal allegedly submitted falsified documents to make the dealings look on the up and up
